If Mamdani wins and freezes rents, thousands of small property owners, who are disproportionately minorities and striving immigrants, will have their finances squeezed by a regulatory tourniquet. Landlords are widely demonized, but managing these properties is not an easy job. The financial pressure is already growing, thanks to a strict 2019 law. Some 200,000 rent-regulated apartments do not generate enough income to cover basic operating expenses. These rent shortfalls jeopardize the long-run economic sustainability of these properties. Furthermore, price controls explain why New York is experiencing "shabbification." Reports show that a third of rent-regulated units have rodent problems, which is nearly twice the rate of unregulated apartments. They also experience significantly more leaks, heating breakdowns, and mold. Rent regulation enables older residents to age in place at artificially low rents, but it locks out younger, ambitious newcomers who lack financial backing.
